FL-1300: add css.agent_reply.created event

Register the CSS agent-reply event in sdk/events so services can produce/consume css.agent_reply.created. Adds topics.go entry + css/AgentReplyCreated typed payload (+tests). Consumed by NMS to push an in-app notification to the FLAPP user (externalId). Needed by microservices/css (MR !1 (merged)) — after merge, please tag a release so CSS can bump the dependency.
